This newsletter has been created to keep you up-to-date on activities of the California State University (CSU) related to the State Controller's Office (SCO) 21st Century Project and is scheduled for distribution on a bimonthly basis. Please forward this newsletter to other individuals who may have interest in the SCO's 21st Century Project and related activities of the CSU.   News from the State Controller's Office
 
 

The CSU/SCO 21st Century Project Management Team and CSU/SCO 21st Century Project Leadership met with Don Scheppmann, SCO Chief of the Personnel and Payroll Services Division, on May 11, 2007. At the meeting, Don communicated that the SCO 21st Century Project Team has potentially identified the need to change the scheduled Wave 1 go live date of January 2008. The reasons for the schedule change are:

  • Data conversion   
  • The need to include updates from SAP (the human resource management system selected to replace the SCO legacy system) related to concurrent employment (multiple jobs) and the schedule for these updates
  • An attempt to reduce the number of SAP application development and deployment efforts in the plan and thus reduce risk

As a result, SCO 21st Century Project Team experts are conducting a detailed review of the SCO project to evaluate the project approach and timeline moving forward. The results of the review, including the details of the impact to the CSU approach and timeline, will be communicated to stakeholders in the next newsletter.

In addition, the SCO 21st Century Project Team provided a preliminary report to the CSU on June 11, 2007 indicating that they have determined the original approach of four waves of development and deployment is not advised. A new approach to complete all development and implementation for Civil Service, as one wave, and the CSU as a second wave is recommended and would result in a schedule change. The likely impact to the CSU schedule would be to implement the pilot campus in the summer of 2009 with the remaining campuses going live in the fall of 2009.

Other SCO News:

  • The approach for handling processing of retroactive changes is currently being defined by the SCO 21st Century Project Team.
  • The SCO has proposed IWAY, a third party integration tool from Information Builders, as the integration technology between SAP and CSU’s Common Management System (CMS) baseline application. The CSU Application Integration Team is reviewing this tool and has scheduled discussions with the SCO 21st Century Project Technical Team.
  • The SCO is defining requirements for a CSU pilot campus and will provide this information to the CSU.

  Upcoming Events
 
 
  • The CSU/SCO 21st Century Project Team has scheduled a series of webcasts in July and August to walk through the various aspects of the project, such as; high level goals, deliverables, impacts, assumptions, organization, timeline, and accomplishments-to-date. The webcasts are open to any interested stakeholders. Anticipated dates/times for these webcasts are:
    • Monday, July 23, 10am-11am
    • Tuesday, July 24, 3pm-4pm
    • Thursday, August 16, 3pm-4pm

  • The SCO and CSU project teams will begin joint planning activities once the restructuring of the SCO’s project plan is complete. These activities are expected to commence in July 2007.
  • The CSU Business Process Team and corresponding SCO Project Team members are scheduled to meet in late July 2007 to discuss the SCO design model for payroll processing, retroactivity, concurrent employment, the draft CSU business process design, and a draft CSU application overview document that details how the SCO and CSU applications may interact in the future.

  Key Activities in Progress
 
 

The following activities are currently underway:

  • The CSU/SCO 21st Century development and deployment teams have posted draft versions of each team’s project scope document to the project website at: http://cms.calstate.edu/T2_CMSSCO_21stCentury.asp. The scope documents were developed by each respective team; comprised of campus representatives and Chancellor's Office staff. The documents are in draft form, pending approval from CSU Project Leadership and the CMS Executive Committee. The four development and deployment teams are:
    • Business Process
    • Data & Reporting/Data Warehouse
    • Application Integration
    • Change Management and Communication

  • A Project Resource Evaluation was conducted in May 2007 to review the skill sets and/or time commitments required to execute the project tasks for the remainder of 2007. The current teams consist of Chancellor’s Office and campus subject matter experts with varying roles, based on the project needs. Some of the project team participants serve in advisory roles and provide input to project deliverables. To date, project teams consist of part-time resources only. As the project tasks and associated skill sets have been further defined, the following project resources/roles have been identified:
    • Project Integration Manager: Project role dedicated to the integration and coordination of strategy and activities across all development and deployment teams and participation as a member of the CSU/SCO 21st Century Project Management Team. This role has been assigned to Elizabeth O’Shea, CMS Human Resources Project Director at the Chancellor's Office.
    • Data Architect: Responsibilities encompass definition of the overall data warehouse design, definition of data models for the data warehouse and all data marts, and the creation of data models for the enterprise data warehouse and all dependent data marts. Procurement of a consultant is in process and targeted to begin in July.
    • Project Campus Liaison: Project role on the Change Management and Communication Team. This role will serve as the liaison for the project and will serve as the primary point of contact for the Campus Coordinator or other campus representatives. This role will be responsible for disseminating and proactively communicating project related information to campus stakeholders, soliciting and identifying campus needs related to the project (i.e. communication and training needs), obtaining feedback from campuses, and ensuring action is taken to respond to the feedback. This role has been assigned to Tammy Hines, CMS-HR Systemwide Manager at the Chancellor's Office.
    • Campus Coordinator: The Change Management and Communication Team will be in contact with campus Human Resources Officers in July 2007 regarding the identification of a Campus Coordinator for each campus to assist with the successful transition to the new SCO SAP software. This person will act as the central point of contact for the campus, and the Project Campus Liaison, for CSU/SCO 21st Century Project related activities.  At a minimum, the Campus Coordinator will be expected to participate in scheduled monthly teleconference calls with the Project Campus Liaison, with more frequent interaction occurring from time to time.

      The Campus Coordinator should have good organizational skills, the ability to effectively communicate, the ability to follow through with assigned tasks or requests, and the ability to communicate and coordinate with multiple functional areas and individuals. This person will be responsible for coordinating activities related to the project such as: disseminating project-related information to appropriate campus representatives; assessing and communicating the campus impact of changes to the Project Campus Liaison; responding to questions posed by the Project Campus Liaison; and coordinating activities surrounding the implementation of necessary business processes and applications (i.e. ensuring appropriate campus representatives attend training and/or ensuring necessary data clean up is performed).

  • The Change Management and Communication Team is formulating a Communication Plan for the project to identify stakeholder communication needs and methods of communicating to these stakeholders. An initial Communication Plan is targeted for completion by the end of July.
  • The Data & Reporting/Data Warehouse Team is developing a strategy for gathering the business requirements for the systemwide data warehouse and will be soliciting campus input. The team is also looking at different solutions and methods for creating and managing the data warehouse.
  • The Business Process Team continues its progress on the completion of a CSU Payroll Processing Design Overview document that identifies SAP and CMS baseline related business processes, interfaces, and potential impacts. Campus representatives of the Business Process Team are compiling documents in preparation for the meeting with the SCO in late July 2007. This documentation includes current campus practices, known issues, questions regarding the SCO SAP approach, and recommendations for future human resources and payroll related processes and transactions.   
  • Systemwide Human Resources has developed the first draft of the Official Employment Roster and has sent it to the SCO for review.
