  About this Newsletter
 
  Welcome to the first edition of the CSU/SCO 21st Century Project Update newsletter! This newsletter has been created to keep you up-to-date on activities of the CSU related to the State Controller's Office (SCO) 21st Century Project. This newsletter is scheduled for distribution on a bimonthly basis to the following groups: Chief Administrators/Business Officers (CABO), Academic Vice Presidents, Student Affairs Vice Presidents, Financial Officers Association (FOA), Human Resources Officers, CMS Executive Committee, CMS Project Directors, Human Resources User Group (HUG), Finance Users Group (FUG), Technical Users Group (TUG), Systemwide Human Resources, Chancellor's Office Information Technology Services (ITS), and representatives from the SCO. If you are aware of other groups that should receive this newsletter, please send the contact information for the group to 21questions@calstate.edu.

  What is the 21st Century Project?
 

 

 

The SCO 21st Century Payroll Project is a collaborative statewide effort that will replace the State of California's human resources and payroll legacy applications with an integrated human resources management system (HRMS). Related business processes across the State will also be reviewed and updated as necessary. The SCO has selected SAP Public Services, Inc. (SAP) as the software vendor for this project. Read more

  News from the State Controller's Office
 
 

Progress has been made on the staffing of key positions related to the SCO project. Russell Nichols has joined the SCO as Chief, Technology Operations, reporting to Don Scheppmann, Chief of the Personnel and Payroll Services Division, and will provide critical leadership on the 21st Century Project. Sylvia Tang has been hired as the Project Manager and also reports to Don Scheppmann. The SCO is currently recruiting for a Chief, Business Operations position.

The SCO currently has 165 state and vendor staff on the project. They are approximately 25% complete with the configuration for the first wave departments, and are working hard on completing the functional specifications for reports, customizations, interfaces, and forms. They continue to have meetings with SAP, BearingPoint, and other customers on the issue of concurrent employment (which SAP is actively working to address by early 2008).

The project budget for fiscal year 2007-08 has gone through the legislative process without issues thus far, and there is significant continued support. The new Controller, John Chiang, has made the 21st Century Project a high priority.

The SCO is on track with their work efforts for the Civil Service agencies that are targeted to go live with SAP payroll processing beginning in January 2008. For additional information go to the SCO 21st Century Project web site: http://www.21stcentury.ca.gov/index.shtml.


  CSU Activities and Outcomes to Date
 
  The CSU 21st Century Development and Deployment Team kick off meetings were conducted and activities are in progress. Teams include Business Process, Application Integration, Reporting/Data Warehouse, and Change Management and Communication. The following key activities have occurred:
  • Drafts of each team's scope document have been completed and have been presented to Project Leadership. Review and approval is in progress. The purpose of the scope documents is to define the activities of each of the teams.
  • CSU team members attended a 21st Century Requirements Planning session with the SCO in December 2006 to provide input and feedback in support of the SCO efforts to include the CSU in the application structure. CSU team members established subcommittees in coordination with the SCO project team around areas of human resources, benefits, payroll and time & labor.

  Key Activities in Progress
 
 

The following activities are currently underway:

  • Development of a CSU Processing Design Overview document depicting how SAP and Oracle may be integrated (i.e. which application will perform specific business processes), which interfaces will be developed, impacts to CSU business practices, etc. The business process team will be reviewing this document with the SCO team.
  • CSU Systemwide Human Resources is working with the SCO to identify the components of the official employment roster.
  • Development of a project communication plan including the kick off of this bi-monthly project newsletter is underway.
  • Evaluation of vendor metadata repository solutions (to be used to store information about the data which will be collected, maintained and reported on in the future CSU Systemwide HR data warehouse) is being conducted.
  • Potential application integration tools are being researched.
  • A risk assessment plan is being developed and the project plan is being refined.

  CSU Upcoming Milestones
 
 

Upcoming key milestones include the following:

  • Review of the draft team scope documents.
  • Review of the the 21st Century Project Scope document and incorporation of CSU and SCO integration points.
  • Development of a joint work and communication plan with the SCO that details cross team activities and dependencies.
  • Selection and implementation of a metadata repository solution and formalization of a data governance and stewardship structure.
  • Definition of the methodology for the identification of the business requirements and CSU strategic information drivers.

Business Process Team: The primary goals of this team are to identify and analyze CSU business processes that are impacted by the SCO 21st Century initiative, develop common business practices to ensure systemwide consistency and uniformity in the processing of employment and pay related data, and design and develop new CSU business processes as appropriate.

Application Integration Team: The primary goals of the Application Integration team include determining the optimal approach for the integration of data between the CSU and SCO applications, reviewing potential tools and selecting the best tool or approach for each application area, and designing, developing/configuring and unit testing the integration functionality.

Data Warehouse Team: The primary goals of this team are to define the CSU strategic human resource (HR) information drivers, to establish a standardized method and tool for describing and defining the CSU systemwide HR data, to develop a CSU systemwide data warehouse, and to provide a reporting infrastructure.
